Discusses the need for and development of the PDRI for Infrastructure Projects, a risk management tool for use during front end planning. Explains how the tool's 68 elements are presented in a weighted checklist format, and how it is used to measure the completeness of project scope development. Also illustrates the value of first using the weighted index to measure scope definition and then comparing the scope definition to anticipated project success.
