This paper summarizes a security benchmarking survey, which was conducted in 2003, to obtain a better understanding of what water utilities areconsidering for security system improvements. For the benchmarking survey, a total ofeight water utilities were sent a detailed questionnaire, which was designed to obtaingeneral information related to planned security system improvements. Each of theutilities remained anonymous in order to keep their security upgrade plans confidential.The results of the benchmarking survey indicated that most of the participating utilitiesplan on implementing some form of security improvements. For the exterior intrusionsensors most of the utilities planned on implementing video motion detection whileothers intend utilizing microwave sensors coupled with closed circuit television (CCTV).As with the exterior intrusion sensors most utilities planned on implementing doorsensors to detect unauthorized entry. Some utilities also plan on implementing vibrationsensors, glass break sensors, and passive infrared sensors for interior applications.In addition, this paper discusses the types of entry control that eachutility is considering, response force plans, assessment of alarms and planned budgetsdedicated to security system improvements over the next 5-10 years.
