Conserve to Enhance offers an innovative municipalwater conservation mechanism designed to motivateconsumers to conserve water and set aside funds topurchase water for environmental needs. The conceptand program elements were developed with the collaborationof utility representatives, elected officials, interestedcitizens, as well as more than 40 experts in waterand environmental concerns.Under the proposed voluntary program, a baselinewater use is established for participants on the basis ofactual water consumption. Even if participants reducetheir water consumption, they agree to continue to paythis baseline amount, with any monetary savingsaccrued by their conservation efforts going to the Conserveto Enhance program. These funds are then usedto purchase water for environmental enhancementssuch as irrigation for revegetation efforts. The authorsoffer a set of considerations and recommendations forthe potential development of a program, includingstrategies for measuring and accounting for conservation,water utility involvement, and development ofdecision-making bodies.
