The Honolulu (HI) Board of Water Supply (BWS), a semi-autonomous agency of the city andcounty of Honolulu, provides municipal water to meet the domestic needs and fire protection forthe island of Oahu. Recently, the BWS initiateda five-year QUEST (Quality Utility Employees Succeeding Together) program. The QUESTprogram involves changing the work practices, organization processes, structures, and jobs,and technologies in order to competitively position itself for the future as a world-classorganization, and to provide better products and services to customers. In realigning theorganization and its work practices, BWS leadership realized that the Human Resources (HR)department programs needed to be redesigned to be agile and responsive to a dynamicbusiness environment.There were three phases to the design project. Phases I and II were completed with employeeteams designing broad career bands for certain jobs. Phase III focused on PerformanceManagement.This paper provides a detailed account of the HR reengineering process, results, and adescription of the HR Flexible Design Project process and resulting design plans.
