The water department in Tampa, Florida has developed a computer system approach to set work performance standards, estimate labor and materials costs accurately, develop realistic budgets, and maintain management control. Maintenance employees' work performances are now estimated to be more than 70 percent efficient compared with 30-40 percent prior to development of the performance standards. Cost savings have resulted from increased production and improvement in work methods. Includes tables, figure.
