The US Army Corps of Engineers (COE) isbecoming increasingly involved in water supplyplanning decisions. The Water Supply Act of 1958authorizes the COE to partner with state and localentities to provide a water supply source in connectionwith its primary responsibilities of construction,operation, and modification of federal navigationprojects as well as flood damage reduction.Water shortages in recent years have increased thedemand for water from COE reservoirs, pushingthe COE's secondary role of water supplier to theforefront. The author examines the Georgia-Florida-Alabama conflict over the COE's water allocation,and how the effects of water supply decisionscan range beyond the local, or even regional, planninglevel. The author concludes that by becomingmore aware of the scope of the COE's authority,water suppliers can make educated decisions aboutwhether to involve the COE in local water supplyplanning efforts.
